TECHNICAL PROJECT MANAGER

- 2-3 days per week on site + remote working

Our client requires a specialist Technical Project Delivery subject matter expert (SME) who has first-hand experience in delivering ICT capability that is fit for Military Operational use, who will work with the Defence Community, Programme Teams and Suppliers to ensure the delivery and transition of ICT Capability into the Fixed and Deployed environments. The Technical Delivery role will, through rigorous planning, detailed technical assessment of legacy and evolved capability, ensure ICT services are delivered, fit for purpose and accepted into live service.

Project Planning
- You will work with Project stakeholders to ensure all aspects of the Extend and Evolve ICT service deliverables are scoped and defined.
- Provide clarity on key milestones to define what, when and how activities will be organised and implemented - designed and built - to ensure the task outcomes can be achieved, with the resources available.
- Lead on all aspects of project planning for your allocated tasks, including the production, updating and monitoring of plans and schedules.
- Identify tasks, activities, interdependencies and outputs for the work with the project team to track and monitor progress against the plan throughout the life of the project.
- Produce project Commitment Cases and Request for Financial Authority (RFA) to spend. Challenge and test supplier proposals to ensure that plans are realistic, achievable and VfM.
- Develop work breakdown structures and strategy for delivery of ICT services.
- Support the project manager to identify options to optimise delivery through resource smoothing, resource levelling and rescheduling of activities.
- Ensure that stakeholder responsibilities and needs are understood and addressed in reporting arrangements.
- Apply Project Controls, monitor and analyse delivery, report progress and highlight areas of risk and opportunity.

Systems Implementation
- You will manage the installation, testing, implementation or decommissioning of Extend and Evolve ICT infrastructure including cabling, equipment, hardware and associated software, following plans and instructions in accordance with agreed standards (e.g. JSP604, JSP440).
- Undertake design activities required to coordinate and develop service designs packages including any Government Furnished Assets (GFA) required.
- Facilitate the testing of hardware and software components, resolution of malfunctions, and recording of results.
- Report details of hardware and software installed so that configuration management records can be updated.
- Take responsibility for installation projects, providing effective team leadership, including information flow to and from the customer during work.
- Work with suppliers to develop and implement delivery plans and method statements. Monitor the effectiveness of installations and ensure that appropriate recommendations for change are made.
- Takes action to ensure supplier technical milestones are met including, where appropriate, handover to the customer.
- Ensure tests of hardware and/or software are carried out, calling on SMEs and external resources if required.
- Act on Security Accreditation Coordinator (SAC) advice to ensure all site implementations align with agreed business security policy (JSP440) and RMADS.
